An odd issue was found by the support team today while testing a report from a customer. We were able to reproduce an issue with Windows 7 where it seems like a Windows Update had prevented IKEv2 from working on our current Windows App. We are unable to positively identify the exact update at this time, but we can confirm that installing the latest update (KB4467107, 2018-11 Security Monthly Quality Rollup for Windows 7 for x64-based Systems, available as of today, it somehow allowed IKEv2 to start working from the client again. This has been reproduced.
In short: IKEv2 in Win7 stopped working after a Windows update, and started working again after applying the latest Win7 update listed above.
